msgcat

This is Kee Hinckley's implementation of the X/Open message catalog system,
which is needed to build some of the software distributed from this site.
The message catalog implementation is copyrighted, but the license agreement
is like Berkeley's and the X Consortium's:  Very reasonable.

This was written in 1990, with a patch applied in 1992 by the author.  I
have not heard of a more recent release.  It has also been distributed
by Wildfire Software, Alfalfa Software, and via the Insoft-l archive site.
